I'm really not making this stuff up!

I'm travelling for a few days and can't get this tablet thingy to manage photos so I hope your imagination is active (no gratuitous pictures of girls on bikes). I actually thought that nut I ran into the other day was it. Today I'm in South Haven and found something stranger. I pulled up to a stop sign, the street terminated there and there was a right turn lane,a left turn lane and one lane for oncoming traffic, with me?
Ok, I'm gonna turn left, so I approach the intersection on the right side of the left turn lane. A car approaching from my right had stopped first, signaled a left turn so I yielded.
So, you got it right? After crossing the intersection he should turn left into the lane for oncoming traffic. He doesn't. Instead he makes a hard left, cutting through the right turn lane, behind me, through the left turn lane,across the double yellow warning stripes before entering the correct lane in the middle of the block.
He didn't look drunk, seemed to just make that decision. I got nothin'. Baby strollers walking dogs while texting on the MUP make more sense.
